Neumark to testify before state Senate panel on Enterprise Zone program
Research by the UCI economics professor found the effort to stimulate employment largely ineffective.
UCI economics professor David Neumark will testify before the state Senate Committee on Governance & Finance on Wednesday, Feb. 16, as part of its review of legislation proposed by Gov. Jerry Brown to repeal California’s Enterprise Zone program. Neumark’s research on the program – launched in 1984 “to stimulate business investment in depressed areas of the state and create job opportunities” – has found it to be largely unsuccessful, with no measurable effect on employment within zone boundaries. The hearing will be held from 9:30 a.m. to noon in Room 112 of the California Capitol.
