“There’s no reason to send money in a blanket form to all the companies that have net operating losses,” said [Victor Fleischer, a tax law professor at the University of California, Irvine]. “We have some amazingly successful companies that don’t pay tax and have net operating losses, and there’s no reason to be subsidizing these companies or expect that money will find its way down to the employees.”
