UCI economist David Neumark will testify March 10 at a California Senate informational hearing on the performance of the state’s Enterprise Zone program, created in 1984 to stimulate investment in poor areas and create jobs. According to Neumark’s research, the effort has had no measurable effect on employment opportunities within zone boundaries. “Based on its inability to meet its key objective,” Neumark says, “the Enterprise Zone program is ineffective.”
