“Government has a responsibility, obligation and duty to its citizenry to make sure that its citizens are not harmed in ways that government can prevent,” said University of California, Irvine [Chancellor’s] law professor Michele Goodwin. “The First Amendment was never intended to be weaponized to harm other people.”
