UCI police arrested a repeat bicycle thief Aug. 9 on a charge of grand theft after he allegedly removed a bike valued at more than $950 from a rack outside the Humanities Gateway building.

Roslind Tremayne Dokes, 36, of Riverside, is well known to campus police. He was first arrested on suspicion of stealing a bicycle at UCI in September 2010. Convicted of grand theft, he was sentenced to 90 days in Orange County Jail and ordered to stay away from the university.

Dokes was arrested for the same thing this April and convicted of petty theft with a prior, a charge that carried a 180-day jail sentence. He was released Aug. 3.

On Sunday, Aug. 14, four other individuals were arrested on suspicion of bike theft at UCI: Cristino Parada Ramirez, 26, of Santa Ana; Ramses Moreno Astudillo, 26, of San Clemente; Victor Manuel Hinojosa, 26, of Orange; and a male juvenile.

None of the suspects, including Dokes, are UCI students.

University police had previously charged Ramirez with bicycle theft in January. He was sentenced to 15 days in Orange County Jail and ordered to stay away from UCI.

Since January, about 135 bicycles have been reported stolen from campus, and repeat offenders are often the culprits, according to UCI Police Chief Paul Henisey.

“Bike theft is a serious problem on campus, and we’re committed to apprehending those responsible for these crimes,” Henisey said. “We urge members of the campus community to lock their bikes and register them, at no cost, with campus police.”

The department can return a lost or stolen bicycle to its owner if a license number is on record. Police recommend that parked bikes be secured with a U-shaped, high-security lock, rather than lightweight cable or chain locks.

They also urge people to be alert to suspicious activity near bicycle racks and other bike storage facilities.

In the past two years, the UCIPD has been cited for its outstanding criminal investigations by the International Association of Chiefs of Police and the California College & University Police Chiefs Association.
